우당탕탕 중국 이야기 97. 제주도 프로모션. [A Bang and Clatter Story in China 97. Jeju Promotion]

다음에는 프로모션이었다. 나는 시로미처럼 차별화된 브랜드를 그냥 일반적인 신제품처럼 평이하게 출시하고 싶지가 않았다. 그리하여 송 부장과 몇 번의 의논 끝에 시로미 론칭 이벤트를 진행하기로 했다. 이미 Only Jeju 인증 마크 획득을 위해 제주도청 쪽에 제시한 바와 같이 우수 대리상과 점장들을 제주도로 여행시키자는 안에 대해 합의점을 찾았다.

우리는 8~9월 두 달간 실적이 우수한 점장들과 대리상을 뽑아서 그다음 달인 10월에 약 백오십 명의 사업자들을 제주도로 데려가기로 했다. 제주 여행을 시켜주는 것뿐만 아니라 제주도에서 대대적인 시로미 브랜드 론칭 행사에 참가할 수 있는 자격도 주어지는 것이었다.

그렇기 때문에 발등에 불이 떨어진 건 한국 법인도 마찬가지였다. 제주도 론칭 이벤트는 한국 법인에서 준비하기로 했고, 중국 법인은 전국에 흩어져 있는 우수 사업자들을 칭다오로 집결시켜 비행기에 탑승시키는 일이 주어졌지만 이도 만만치가 않았다.

그런데 문제는 칭다오에서 제주도로 바로 가는 비행기가 없다는 것이었다. 여행사를 통해 여행 스케줄과 비행기 탑승에 대한 조정을 하던 송 부장이 나를 찾아 들어왔다.

“송 부장, 제주도로 바로 갈 수 없다면 큰일 아닌가? 그럼 서울을 경유해야 하는데, 인천공항에 내려 다시 김포공항까지 이 많은 인원들을 어떻게 통제하려고?”

송 부장이 다급히 들어오는 것을 보고 나는 일이 틀어지는 것 같아 걱정어린 투로 물었다. 그러나 송 부장은 그게 문제가 아니라며 내 말은 안중에도 없다는 듯 말을 토해 냈다.

“총경리님, 그보다 더 큰 일은 비자 문제입니다. 원래 제주도는 무비자라서 별문제가 없었는데 서울을 경유하려면 모두 비자가 있어야 한답니다.”

“뭐? 그냥 경유만 하는 것인데도 비자가 필요해?”

“네. 이게 공항에서 갈아타는 것이 아니라 인천공항에 내려서 버스로 김포공항까지 이동해야 하는 사항이라, 결국 우리나라 입국 심사를 받아야 하기 때문입니다.”

이제서야 상황의 심각성을 인식한 나는 잠시 생각을 하다가 이내 차분한 마음으로 다시 송 부장에게 말했다.

“내가 알기론 중국인들이 우리나라 비자 받기가 보통 어려운 게 아니라고 하던데, 괜찮을까?”

“그게 쉽지가 않습니다. 최근 중국인들 중에 한국으로 관광하러 들어와서 불법 체류하는 경우가 많아서 조건이 무척 까다롭습니다.”

“나도 그런 얘기는 들었어. 그럼 어찌해야 되는데? 여행사에서는 뭐라나?”

“그게 좀…….”

송 부장은 주저주저하며 간신히 말을 토해냈다.

“여행사에서도 쉽지가 않답니다. 일단 비자를 받으려면 정확한 직업과 소득 증명이 있어야 합니다. 그래서 이들이 한국에 남아 있지 않고 중국으로 돌아올 것이라는 증명이 있어야 하는 거죠. 게다가 은행에 일정 금액의 잔고도 있어야 하고요.”

“그거야 우리 회사 대리상과 점장 정도면 가능하지 않나?”

​나는 송 부장의 말이 끝나기를 기다리지 못하고 말했다.

“총경리님, 그게 그렇지가 않습니다. 호적도 명확하지 않은 사람도 있고, 그 정도 잔고를 유지하는 사람도 많지 않으며, 또 자기 대신 부모를 보내는 사람들도 있어서, 그럴 경우는 비자 받기가 더욱 어렵습니다. 그래서 이런 조건을 모두 충당할 수 있는 사람으로 인원을 재조정해야 합니다. 은행 잔고는 비자 받을 때만 빌려서 채워 놓고 빼면 되니까, 영업부에서 이 부분을 대리상들과 논의하여 맞춰 보기로 했습니다.”

“뭘 해도 쉬운 게 하나도 없네. 그럼 그리하면 되는 것인가? 또 다른 문제는 없고?”

송 부장은 지금까지는 서론에 불과하였고 이제부터가 본론이라는 듯이 자세를 고쳐 잡고 목소리를 가다듬는 헛기침을 한 번 하더니, 다시 예의 신중한 모드로 돌입하며 말했다.

“그런데 제주도가 아닌 서울로 입국하는 비자를 받으려면, 중국인들이 한국에 가서 불법 체류하고 돌아오지 않는 것을 방지하기 위해 보증금을 내야 한답니다. 그것도 일인당 만오천 위안이 되는 거금입니다. 이들이 이런 돈을 보증금으로 낼 수 있는 형편이 아닌데 말이죠.”

이것은 한 달에 평균 삼천 위안 수준의 돈을 버는 사람들의 입장에서 오 개월치 급여에 해당되는 금액이었다. 리더급 대리상을 빼고는 대부분이 한국 여행 한 번 가려고 이런 거금을 마련할 수 있는 사람들이 아니었다.

“어? 그렇게 많아? 그걸 그 사람들이 어떻게 마련하겠어? 여행사에게 잘 말해봐. 우리 회사가 보내 주는 행사인데, 만약에 생기는 불상사는 모두 우리가 책임진다고 하면 되잖아. 우리도 명색이 중국에 거액의 자본금을 출자해서 세운 회사인데 말이야.”

“그런 말을 안 해본 건 아닌데, 이게 여행사와는 상관없이 중국 정부 쪽에서 이루어지는 일이라서 어렵다고 합니다. 아무래도 회사에서 보증금을 임시로 내주어야 할 것 같습니다.”

나는 급히 계산기를 두들겨 보다가 깜짝 놀라며 말했다.

“일인당 만오천 위안이면 백오십 명일 경우 이백이십오만 위안이니까…. 이게 사억 원이 넘잖아? 송 부장, 이렇게 많은 걸 우리가 지금 어떻게 해주냐?”

“총경리님, 근데 이건 행사가 끝나면 돌려받을 수 있는 돈입니다. 그렇지 않으면 이미 여기까지 온 행사를 진행할 수가 없게 됩니다.”

나는 아차 싶었다. 처음부터 무비자인 제주도로 간다는 생각만 하였지, 입국 비자를 받는 일이 벌어질 줄은 생각해보지 못한 것이 탈이었다.

“송 부장도 알다시피 지금 회사가 신제품 개발이다 유통 개척이다 하며 쏟아 부은 돈이 너무 많아서, 그 정도 금액이 한 달 넘게 묶여 있으면 우리는 자금적으로 어렵게 될 수가 있어. 그리고 그 돈을 언제 돌려받을 수 있을지 어떻게 알아? 이 불투명한 중국에서. 그러니 송 부장이 여행사랑 다시 얘기해서 성의만 보이자. 일억 원 정도로 조정해봐. 그리고 우리 회사가 그 모든 사람들을 보증해준다는 증명서라도 써 주고. 그 여행사도 꽌시가 있을 것 아닌가? 어떻게 한번 해보라고.”

“네, 알겠습니다. 그럼 여행사 대표를 만나서 다시 한 번 이야기해보겠습니다.”

송 부장은 어쩔 수 없다는 듯 대답을 하고 돌아갔지만, 며칠 후에 의외로 내가 바라는 대로 협상을 잘 이끌어 냈다. 하긴 백오십 명을 제주도로 데려가는 일은 중국 여행사에게도 꽤 군침이 도는 큰 건이었으니, 어차피 칼자루를 쥔 건 우리가 아니었겠는가? 그래서 우여곡절 끝에 회사의 보증금과 보증서 덕에 백오십 명의 사업자들은 서울을 경유하여 그들이 그토록 가고 싶어 했던, 한국의 아름다운 섬 제주도로 떠날 수가 있게 되었다.


Next came the promotional strategy. I did not want to launch a differentiated brand like Shiromi in the same ordinary manner as a typical new product release. After several discussions with Manager Song, we decided to organize a grand Shiromi launching event. As we had already proposed to the Jeju Provincial Government while applying for the Only Jeju certification mark, we reached an agreement on bringing outstanding distributors and store managers on a trip to Jeju Island.

We selected top-performing store managers and distributors based on their sales results during August and September, and planned to take approximately 150 business partners to Jeju Island in October. Not only would they receive an all-expenses-paid trip to Jeju, but they would also be granted exclusive access to participate in the large-scale Shiromi brand launch event held there. Because of this, the Korean branch office was also under tremendous pressure. The Jeju launch event itself would be prepared by the Korean branch, while the Chinese branch was tasked with gathering outstanding distributors from all over the country in Qingdao and boarding them onto flights. Even that alone was far from simple.

However, there was a major problem: there were no direct flights from Qingdao to Jeju Island. One day, while coordinating travel schedules and flight arrangements with the travel agency, Manager Song rushed into my office.

“Manager Song, if there’s no direct flight to Jeju, isn’t this a serious problem? That means we’d have to transfer through Seoul. But after landing at Incheon Airport, how are we supposed to control all these people while moving them to Gimpo Airport?”

Seeing Manager Song enter in such a hurry, I worried that the entire plan might collapse. But he brushed aside my concerns as though they were insignificant.

“General Manager, there’s an even bigger issue than that. The real problem is the visa situation. Jeju Island itself is visa-free, so originally there was no issue. But if we transit through Seoul, everyone must obtain visas.”

“What? Even if they’re only transferring?”

“Yes. Since they wouldn’t simply be changing planes inside the airport but would actually need to leave Incheon Airport and travel by bus to Gimpo Airport, they must go through Korean immigration procedures.”

Only then did I fully grasp the seriousness of the situation. After thinking quietly for a moment, I calmly spoke again.

“As far as I know, obtaining a Korean visa is extremely difficult for Chinese citizens. Will this really be okay?”

“It’s not easy at all. Recently, many Chinese tourists have entered Korea and remained illegally, so the conditions have become extremely strict.”

“I’ve heard stories about that too. Then what are we supposed to do? What does the travel agency say?”

“Well…”

Manager Song hesitated before finally continuing.

“The travel agency says it won’t be easy either. To obtain visas, applicants must provide precise proof of occupation and income. In other words, they need to prove they will return to China rather than remain in Korea illegally. In addition, they must maintain a certain amount of money in their bank accounts.”

“Well, wouldn’t our distributors and store managers generally qualify for that?”

I interrupted before Manager Song could finish.

“General Manager, it’s not that simple. Some people don’t even have clearly documented household registrations. Many don’t maintain that level of bank balance. Others are trying to send their parents in their place, which makes obtaining visas even more difficult. So we need to reorganize the participant list to include only people who can satisfy all the requirements. As for the bank balances, we can temporarily borrow funds to show the required amount during the visa process and then withdraw the money afterward. The sales department has agreed to discuss this with the distributors.”

“Nothing about this is easy, is it? So if we do that, will everything be resolved? There aren’t any more problems, right?”

Up to that point, Manager Song’s explanation had apparently been only the introduction. Adjusting his posture and clearing his throat as though the real issue was only beginning, he continued carefully.

“However, to obtain visas entering through Seoul rather than directly into Jeju, the Chinese authorities require a security deposit to prevent applicants from remaining illegally in Korea. And it’s a huge amount—15,000 yuan per person.”

For people earning an average monthly salary of around 3,000 yuan, that amount represented roughly five months’ worth of income. Except for the highest-level distributors, very few people could possibly prepare such a large amount of money merely to travel to Korea once.

“What? That much? How could they possibly afford that? Talk to the travel agency again. Tell them this is an official company-sponsored event and that we will take full responsibility for any issues that arise. After all, we’re a legitimate company that invested a large amount of registered capital into China.”

“We already tried explaining that. But this is regulated by the Chinese government itself, not the travel agency, so there’s little they can do. Most likely, the company will have to temporarily provide the deposits.”

I quickly punched the numbers into a calculator and stared in shock.

“Fifteen thousand yuan per person? For 150 people, that’s 2.25 million yuan… that’s well over 400 million Korean won! Manager Song, how can we possibly provide that amount right now?”

“General Manager, the money will be returned after the event ends. But without it, the entire event we’ve prepared up to this point cannot proceed.”

At that moment, I realized my mistake. From the beginning, I had only focused on Jeju being visa-free and had never imagined we would face a situation requiring full entry visas.

“As you know, the company has already spent enormous amounts of money on new product development and distribution expansion. If that amount gets tied up for more than a month, we could face serious cash flow problems. And how can we be certain when the money will actually be returned? Especially in an unpredictable environment like China. So talk to the travel agency again. Let’s at least show some sincerity. Try negotiating it down to around 100 million won. We can also provide official guarantee letters stating that our company will take responsibility for all participants. The travel agency must have some guanxi connections too, right? Tell them to find a way.”

“Yes, understood. I’ll meet with the head of the travel agency and discuss it again.”

Manager Song left looking somewhat helpless, but surprisingly, a few days later he succeeded in negotiating exactly what I had hoped for. After all, bringing 150 people to Jeju Island was an extremely lucrative project for the Chinese travel agency as well. In the end, weren’t we the ones holding the leverage?

Thus, after many twists and turns, thanks to the company’s guarantee deposit and official guarantee letters, 150 business partners were finally able to depart for the beautiful Korean island of Jeju—through Seoul—the very destination they had long dreamed of visiting.
